england this morning. the winter storm moved ashore in the same location where superstorm sandy hit last week. there are new power outages in the region and up to 8" of snow in some of the places just what they didn't need. and it's interrupting recovery efforts, as well. teresa garcia has more from rockaway beach, new york. talk about piling on, right? >> reporter: yes, and frank, a good cold morning to you. just when people here thought they would be getting a break after superstorm sandy, in came the first nor'easter. people were along the shoreline communities pretty concerned that this was going to cause more flooding because we already have the ground so saturated. but indeed it turned into a snow or wind-driven snowstorm more so and actually caused some record snowfalls there. in central park in new york city, four inches. in new jersey, connecticut, up to a foot. here in rockaway beach they had at least 4." and all this snow is causing the clean-up efforts to be that much more difficult. >> high winds and heavy snow whipped the boardwalk in rockaway beach in queens, new york. tha

of last resort but pay phones are suddenly in demand on the east coast in the wake of superstorm sandy. the cbs 5 consumerwatch reporter julie watts tells us people who use pay phones often get a wake-up call when they see the bill. julie. >> reporter: that is right. with 25% of the new york city cell towers wiped out new yorkers are now lining up to use pay phones. and here in earthquake country we're just one tremor away from a similar situation but next time you're forced to use a pay phone you may be in for a surprise. superstorm sandy and they will be for a long time, they're now bracing for another storm in parts of new york city and new jersey. evacuations already under way. airlines have also canceled flights in and out of new york airports. the national weather service says there's a chance for more flooding, strong gusty winds and even snowfall. airlines have already started canceling those flights in anticipation of another coming storm. it's just the barrage continues. >> look at all of that, the damage you have to deal with. all right, certainly a tough go. i know you've been keeping your eyes on those storms. >> what i can tell you about this noer easter, though, it is not even nearly as strong as sandy was. so that's the good news. we're only going to be experiencing the impact of this nor'easter for about 14, maybe 16 hours. and the expected rainfall -- of course the damage is already done from sandy but only expecting about 5 inches more if we see any and that is a very generous amount. here in our neck of the woods, much calcalmer. if you're trying to fly out anywhere, count on a ripple effect

is this thursday november 1st the northeast is still reeling after super storm sandy this morning. we'll have more on the damage and efforts to clean that up and just a minute. bay area is waking up to rain and we're tracking if there's a forecast and we will visit with their cut in just a bit. >> we are tracking a hot spot at interstate 580 where the drive time continues to decline. and the 5:00 hour there were 45 minutes twice the usual commute time. we are now pushing over 60 minutes over one hour to they also must pass to the dublin interchange. there is still trying to clear the house in the off ramp. rain and a number of incidents and the westbound direction , with a multicar crash that did not clear very quickly. it has left us with this horrendous westbound back up. they flee that is the only hot spot this morning. >> here is a wider view of the storm system we are tracking. it is making his way to the south. impact a lot of church leaders last night but we are no longer seen plo. it is still raining in the south bay and east bay as well. we've seen some improvement for san carlos in redwo

aside for families affected by superstorm sandy. so the parade organizers doing what they can to at least give those folks a little bit of happiness here after all the struggle in the past few weeks or so. let's bring it back to the bay area. we have a part of ocean beach closed. crews are cleaning up a sewage discharge that came from a manhole cover yesterday at balboa. the department of public works says the beach has a no swimming advisory as they conduct quality tests on the water. about 90% of the discharge is rainwater. no reports of foul odor. before they reopen the area and we want to make sure they do that. >>> we are learning of a third death dying from eating toxic mushrooms at a senior care facility. the golden age facility. they reported that. the name's of the victims not released after they ate a soup with toxic mushrooms november ea . the person who made the soup picked the mushrooms from their backyard. they didn't know it was poisonous. >>> let's take a break. we have clear skies and sunshine. hopefully, it will warm us up before too much longer. it's cold o
